As others have pointed out, the phone line is a likely culprit, actually
the most likely. Have you investigated the possibility of getting DSL?
If it is unavailable in your location, odds are the reason is the
distance from your location to your phone switching station is too
distant. That correlates highly to poor analog line quality as well.
Before switching to cable, I rarely got better than 26K, and generally
24K or worse with a typical 56K modem. A friend 2 blocks closer to the
phone co generally gets 28-31K. Distance really can make that much
difference. So can using a high quality modem, like a USR Courier.
