The consensus of political consultants was that the oppositions had
successfully portrayed 685 as a measure that legalized heroin and lsd in a
last minute $ 100,000 media blitz. 
The campaign responded with a plea for compassion for those still
suffering and not able to recieve their the proper medication.
Leaders of the campaign to defeat the drug medicalization and prevention
act said that they would continue to support legislative efforts to
provide cannabis to persons with a bonafide medical condition.
Washington State legislature approved two studies of medical marijuana
including how the state can grow and distribute the drug to patients in a
tamper proof manner. 
It seems that in the early 1980's the state had a program run by a
university and a portion of the cannabis was diverted to use by the
graduate students participating in the project.
