I can't remember the last time I saw Mozilla say that. It sometimes
does, but not often. Connection refused happens daily.

Exactly, but this hasn't stopped Mozilla from using the same error
message for many different types of connections messages. There should
be many types, and in fact there are

but it seems refused is the catchall when more specific types should be
but are not
(http://lxr.mozilla.org/seamonkey/ident?i=PR_CONNECT_REFUSED_ERROR)
