The admin can configure what devices can be mounted by ordinary users, and with what options. The admin can also configure which devices should be mounted when the system boots up - in a dual boot configuration, you can arrange for the Windows partitions to be always mounted under Linux. Basically, configuring this is a "once and forever" thing. You don't generally need to change it once it is done.
