this is because they installed DSL enabled linecards in the central office
equipment or they have remote terminals in place so as to be able to offer
DSL to those in your area... i've heard that if one can get them to turn
off the DSL capability in one's linecard, that the highspeeds will
return... i'm in the same boat but with alltel... i've not yet been able to
get to the right person to test this theory but i'm working on it ;)
