Who cares, the thing is, if I'm an international commuter, I'd rather get a
modem which has FCC approval than one which just has Austel app.

There was some talk (I think Toshiba brought it up) of modems with
personality modules which allowed you to insert the correct approval module
for each country. Problem being, you wind up with the entire modem on the
personality module, and the desktop bit is just a box with a socket 8-)
