It is not availalble. USRSTATS v4.30 is likely to appear on one system 
exclusively, that being the Majestic Moose. 
You probably wonder why.....
That is the BBS run by the author of USRSTATS, Joe "Mr. Courier" Frankiewicz, 
and he is no longer making the util available.
