Until the 38th parallel was crossed way back when, then it became a UN

For those countries? Yes. You can't hold onto a modern well equipped
society without its agreement. When people finally got tired of the Soviet
system and realized it didn't work worth a damn, they split...and the
Soviets did nothing about it. Central europe wasn't a forced thing - we
gave it to them essentially as a prize and weren't all that interested in
seeing that situation change for a long time. The Soviet mentality and
system desires (and requires) geographic insulation to feel secure.
Without that layer of insulation, the populace starts to see how bad off
they really are and starts thinking. NK is in this position now - they've
been without insulation to the south for a long time.
All this current NK blustering is a symptom of internal economic crisis
that needs to be deflected against some external "enemy" to
distract the people for a while. The big problems come when they can no
longer feed and accomodate their huge military in the manner it wants to be
treated (a coup will result). I think they're at that point now. There
will be a coup or a war. What the
US does or says is irrelevant because we're not the real point of this excercise.
