The PVT and -UnPublished- have to both be there with current nodelist
tools.  ¨Leave either one out and it will fail to process.

The answer is a new nodelist tool that doesnt require this.  The
implementation ¨of the new tool would have to be 'top down' meaning
starting at the IC/ZC level ¨implementation in one week, RC level the next
week, then NC level the week ¨after that.  The 'danger' would revolve
around any NC jumping the gun and ¨submitting a segment before the upper
levels were implemented thus causing ¨their own net seg to fail.
