There are user date formats, and then sysop orientated date formats, so it 
will be somewhat involved.  Luckily I can look at my local diffs and see the 
various places that I've found so far.  I think we could get away with a 
system default date option that would also be used for html/index creation and 
newuser signup, and then a user option that can control input/display once 
they are registered.
