1) This is a constantly running realtime system and it is essential for it
to be down only when absolutely necessary.
Many users will casually reboot even when not necessary.
 
2) These systems are not standalone systems.  They are networked together
and some are nondedicated servers.  For servers, rebooting will interrupt
service for all connected clients.
 
Actually, we are considering not disabling reboot altogether, but
displaying a confirmation prompt to give the users a chance to
reconsider.
 
I am aware that rebooting flushes file buffers, and that inserting our code
in the reboot process risks corrupting the process and *preventing* a
reboot and all its protection.  This is something for us to consider and
any comments about it will be appreciated.
