Yes I think they use the same methods to get the browse list but Rich would
probably know more about the internals than I would. Sometimes opening
network neighborhood can cause a refresh of the browse list and if you then
run net view a minute later you get the updated list.

Also you can type

net view \\machine

and it will show you the list of shares, then you can

net use * \\machine\share

to attach to a drive share.
