IMHO they did. The files shipped with Watcom are incomplete, to me it
looked like an unpacked version of the CSD 2.03 upgrade package alone, not
the actual toolkit + CSD. And remember there is not a single line of useful
documentation, neither paper nor online - the INF file describes SOM 1, the
files are SOM 2.
