I know there's an application that ships with the Server Resource Kit 
which does that, but as you know, the Kit "ain't cheap".
Here are a couple of WEB sites that you may be able to gain some 
information about running programs as a service:

Also, get into the Registry and take a look at this key =
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services
You may be able (with some editing) to add programs to run as a service 
from this key.
