You've got all the answers. Here is a summary.

XP doesn't have the NetBEUI protocol as an option you click. It is
available, but you have to add it. Not recommended. If the NT4 computer has
NetBEUI you will need to think about what to do.

If a software firewall is installed, it can block file sharing. If the XP
computer has a second NIC going to the Internet, that second NIC should
have the built-in firewall enabled.

File sharing works best if the person logs on with the same user name and
password at each computer. XP defaults to a "simple" sharing
scheme which is pretty tricky to understand. If the password is blank and
if you have the defaults (a good idea), then you will NOT be able to access
the computer over the network. Personally, I live with that and use a
non-blank password.

First step is to work out if TCP/IP is installed on both computers, then
figure out what IP is in use. Run ipconfig at command prompt. Then ping the
IP of the other computer.

Similar to what Geo said, you can right-click the desktop of either machine
and create a new shortcut. Enter the following as the target or command of
the shortcut:

\\NameOfOtherComputer

You can use the name or the IP of the other computer. If the ping works,
double-clicking the shortcut should open a window showing any shares on the
other computer.
