  Do you know whether or not he has in fact sent it to the various RCs
  for comment and consideration?  I've not seen any statement that he
  has done that -- nor even that he has publicly acknowledged getting
  it (I think you said he did send you a netmail acknowledging receipt).

  Most of the RCs are in his zone, but there are RCs in other zones as
  well.   Did any of them get a copy of the proposed amendment?
