Not trying to place the blame anywhere, Mike. Every society on this 
planet since the beginning of time has had its share of sociopaths. 
There's always been a pongrom of hate directed towards them. The only 
real problem with the great bulk of them is they have "itchy feet" and 
also like their wine. Most of them don't really care for society, 
itself. These are just plain and simple people who live day to day, 
with little planning. This is their nature, IT IS THE WAY THEY ARE. 
They don't want to be like you, or anybody else. They just want to 
live their humble lives and to be left alone, untormented.  
There's nothing wrong with that...
They also cannot be regulated very eaisily. That is their nature. Ya 
know, there's really nothing wrong with them... they're just different 
than all the sheep who line up every year to be fleeced by the 
different federal and local agencies.  
I think this is what galls the "productive people!"
