ArchLinux does the same thing.  In their network setup docs
(https://wiki.archlinux.org/index.php/Network_configuration) it shows how to
change the device name using the udev rules.  You could probably doe the same
sort of thing with Gentoo.

I have not tried this so your mileage may vary.
