The Windows driver is saying there is not enough memory configured on the
printer.
The printer needs sufficient memory to render the bitmap. The larger the
bitmap, which is what a .PCX file becomes when you print it, the more memory
the printer needs.
Make sure that the driver knows about any memory you have beyond the
default. A print driver assumes a "lowest common denominator" configuration
unless told otherwise.

And how much memory on this puppy? The default value should be in the manual
that came with the printer; make sure you include any extra RAM that might
have been installed.
My printer at home has 6MB, but the ones I use at work have either 8MB or
12MB. These handle all sorts of images quite easily. However, the default
memory installed by many manufacturers is 2MB, and this can be a serious
limit.
