That's the classic story. But those of us who have studied The Beatles
know that Paul has about twenty of these "Stock" stories that he tells
over and over. Nobody (maybe not even Paul anymore) knows which of them
are completely true.
I'm not a big fan of Frannie simply because she has not aged or handled
her situation "gracefully". But if you read the lyrics:

Paul had just broken up with her.

He had a new love - Linda

Possibly an allusion to Frannie's search for a publisher?

::Then you begin to make it better.
Paul telling Frannie to accept Linda
::And any time you feel the pain, hey, Jude, refrain
::Don't carry the world upon your shoulders
More sympathy. Telling her not to bear the weight of the breakup
herself.
::Well don't you know that its a fool who plays it cool
::By making his world a little colder
Telling her not to blow the whole thing off; to accept her feelings.
::Hey, Jude! Don't let her down
::You have found her, now go and get her
::Remember, to let her into your heart
::Then you can start to make it better.

Waiting for another lover who she can act like... Well, Faranie with.
