Define "failing".

Every piece of software I've written which uses MSGID/REPLY (and that's
three), will "fail" because of this.  And I don't intend to
modify around a clear and unarguable breach of the specification either.
Reply linking is slow enough without having to make it case insensitive as
well (thereby more than doubling the time it takes).
