At the same time the Ca economy is in trouble due to the diownsizing of the 
defense budget and the consolidation of the defense industries.. we've lost 
Lockheed, Hugh's, North American and several others. Northrup is downsizing 
due to lost contracts.. and Boing and M-D is merging.. more loses for Ca.
 
A big part of Ca's economy was defense..  
So while you've seen stability.. we've seen the worst of it.
