/V specifies the verification mode, and can be NONE, LOCAL, or DOMAIN. See
the OS/2 Warp Command Reference for details, but briefly NONE means no
verification, LOCAL means that your username and password are verified
against your local user database (so you must exist as a local user), and
DOMAIN means that they are verified against your domain controller's user
database.
The difference between /V:Local and /V:Domain is the difference between "File
and Print Client Logon" and "LAN Server Logon".
Incidentally, as long as the local username and password are the same as your
LAN username and password, you can create yourself as a local user, log on
with local verification, and OS/2 will automatically handle presenting your
credentials to the appropriate servers automatically whenever you make a
connection.
