You are getting completely confused here. Yes, reselling Telecom services
is indeed perfectly legal. *BUT* we are talking about the use of a pyramid
marketing scheme to do that, where *HE* gets a commission on what OTHERS
resell, in a pyramid structure that was one of the few details he did
actually spell out. *THATS* another matter entirely and PYRAMID schemes
are explicitly illegal.
