 You must have a VERY clean Phone Line. I am lucky to get 44,000
In the little genealogy library I help occasionaly they sometimes have
to put up with a 19,600 connect. But the Line fully meets Voice
telephone specifications so the phone company will do nothing about it. 
OF course they would be more then willing to charge you LOTS of extra
money for a "Data" line if you were willing to pay. 
Unfortunatly they don't have to money for a DSL line. They are not
allowed to charge for the use of the internet.

By the way, What TelNet program are you using. I am having fits with
being able to Edit on line with Hilgraves HyperTerminal PE
