I do not know what the environmental laws are in Arizona but here in Oregon
if your car is older than 1975 it does not have to go through emissions
testing, (it used to be that if your car was older than 20 years it didn't
have to, but well... we all know how well mid 70's cars with their original
un-rebuilt engines run).
Anyway to get to the point, if Arizona has a simular law and you car does
not have to go through emissions testing then you can do what ever you
want with it.
I always shake my head and wonder why, why, why, did they ever release a
car with a 350 that puts out less than 250hp? A 160hp 350 is a crying shame.
Chevrolet had a 145hp 350 in 1970 something, and several years before that
(1969 or 70) that same 350 was putting out 370hp. I of course know why.
