Nah it was just a balance of terror on a global scale. Todays
"Terror" has nothing on the US/USSR global tripwire policy.

I tend to think off loading large quantities of high explosive onto
civilian housing is at least as bad e.g. "Rolling Thunder"...
However I don't tend to make moral judgements in that way. I prefer to view
things more in terms of threat (capability + willingness).
