That is only a side-effect to assist operating systems that don't
understand RR. The real RR directory is a full directory tree on the disc,
and that gets used by RR-capable operating systems. The TRANS.TBL files can
show up there, too, it depends on how the disc was mastered.

Same as RR, a full directory tree stored on the disc, in parallel to the
normal ISO9660 directory structure.
