Host it locally, there really is no reason to put an FTP site on an ISP's
server unless you expect to need lots of bandwidth for folks downloading
stuff from it. It's twice as much work that way (they upload then you have
to download)

As a simple way for people to get files to you, it's cheap to host
internally, wftpd is like $100 for unlimited users and it's so easy to
setup that I can't see any reason to pay a monthly charge. The only issue
you'll come up against is people behind corporate proxy servers that don't
allow ftp, in those cases you are forced to use either email or maybe ICQ.

Actually my preference is always ICQ first for file transfers but it's just
not very popular among business types for some reason I just don't
understand. At the ISP we use it with customers and phoneco contacts all
the time because it's just too handy to ignore.

I'm kinda surprised everyone in these groups doesn't run it so we can all
contact each other in a more realtime way.
