Whether you think it fair or not -- that is the way it is.
Actually, the RCs are not going to vote for / against the revised
policy, but whether or not to put it to the vote by all eligible *Cs.

?? This change may well make it possible for the majority (i.e. all
sysops) to begin having a voice. It is the first change -- making
the possibility of future change more likely. If it does not pass,
then nothing ever will.

Each RC has one vote on whether or not to send this policy revision
for a vote by the fuller body of all *Cs. Every RC vote matters.
Encourage your RC to vote.
