I have a flyer from ZAC, and the upgrade price is $99, and the
full version is $199.

No such thing.  There were Windows linkers for Clipper and Windows
libraries.
However, there is a program from Computer Associates (CA) called
'Visual Objects' or VO that some have called 'Clipper for Windows'
but CA never produced 'Clipper' for Windows.
