I found it on CIS in the "Useful Files" Library.  It's name is ANMPLAY.ZIP.  
Maybe it could be included on future Apogee CDs that have .ANM files...

Well, it really works well.  If someone has a problem, not only will they be 
able to find out where to resolve it, they can just go there by selecting the 
link.  I don't recall any mention of the HTML help in the Death Rally install 
program.  Maybe more mention of it could be made in the future so people will 
be more likely to see it.
