Why not use EAs?  Attach an EA to the file containing your configuration.
It's safe, and it's simple.  EAs don't physically modify the file, and
they are safely copied by OS/2 everywhere that the file goes, and are
also kept if you use InfoZIP or lh2.exe compression programs.
