Yup, that is right, the quality is up to the team that works on each area of 
the car.  The workers are highly trained--Motorola and Saturn require 40+ 
hours of education each year, Toyota also requires a like amount.
There are no quality control tests such as we are accustomed to in regular 
companies. 
 
Another example is Harley Davidson.
The cylinder head team decides the level of quality of the product, they are 
responsible for contracting with the suppliers of the castings, this supplier 
is educated about the level of quality that is needed from the raw cylinders.
Consumers end up with a high quality product that is much more durable.
This level of quality is needed in education.
