  Last count I saw in fidonews said that there are now 59 regions,
  versus the 65 that existed six months ago or so.   Not sure how many
  of those are zone 2 today.  All I'm sure of is that zone 1 still has
  10.

  I concur with your statements about maintaining a representative type
  of vote.   It helps to balance thinly populated regions against the
  possibility of being overwhelmed by the few populous regions.
