Most national tests are poorly designed and do not account for guessing, no
assumption there--I have administered them for 23 years.
Since I do not want to get into a discussion about types of exit exams, (I
still think they are a waste of time), I will not comment at this time about
testing types.
Is the NTE required for teachers in NY? If so, has it raised the quality of
new teachers? (Hasn't here).
