carrying Federal ID cards and cashing Federal paychecks.
They can be "borrowed" by the state with the permission
of DOD.

First you agree that DOD has the final say, and then
you say the state can take them with "only notification",
and that coming after the fact ?
I'm not the one that's confused.
You might need to check up on just what that "notification"
really says (or asks) and when it has to be submitted.
