Back then, the PCI spec was at v2.0 or worse. Mid or late '90's went to
2.1, and now is at least up to 2.2. Some older (2.0 or 2.1) stuff just
doesn't behave with new (2.2) spec hardware. I don't know why, just that
that's the way it is.
