Another site that usually responds is cisco.com. Pretty strange situation. You haven't sounded really convincing, but you have implied that you have never had fireweall software installed on WS1. So I would suspect WS3. What happens if you change the IP of WS1? I would just change it to something on your network that you have never used. Then ping IP of WS3, then ping 4.2.2.2 (assuming that WS3 can ping 4.2.2.2). If above did not work, I would swap the IPs on WS1 and WS2. You might need to temporarily disconnect one from the network first. This is all just poking around trying to gather evidence.
