I can think of a couple of reasons to keep a FAT partition on a 2k or XP machines.

o FAT16 for really old DOS stuff that might wrap at 2GB.  We shouldn't be
running anything that nasty at this late date, at least on a modern
machine.

o FAT-anything for some obscurely protected/watermarked/spy-infested
datafiles that hide stuff in the NTFS secondary data stream.
