That is another way to do it. In OZ as in The Netherlands, both ways work
to make a local call. The method I mentioned /also/ allows for making a non
local call within the country.

Either way, contrary to what you suggested, just setting it up and testing
for correctly making a local call will /not/ prevent it from dialing 000
when at attempt is made to dial a node listed with a 000- number. And that
was what this was about.
