For some reason of which I'm not aware, the WATCOM installation adds an
environment variable that maps the name PROGREF20 to GUIREF20.INF and
the settings menu for the CP Reference object in the WATCOM folder
contains the name PROGREF20.  I believe the two are one and the same.

Not sure why they are different.  They are the same on my system.  I
confirmed by clicking on the CP Reference object and by typing VIEW
GUIREF20.INF in my C:\A\WATCOM\BINP\HELP subdirectory.

I also don't understand the naming here, since GUIREF implies it deals
with a graphical user interface, while CP Reference pretty clearly
indicates it deals with the CP part of OS/2 (Control Program).

Sorry I can't help any with your file handle problem.
