Now I feel stupid. I spent two nights playing with
mozilla, uninstalling IBM browser, installing the
mozilla 1.3 from the ECS second CD (it ran)
reinstalling  mozilla 1.5 and no go. Yet 1.4 ran fine
on the laptop. What could it be? Went to the Warpzilla
site and the first thing I saw was libc04. I
remembered then putting the GCC dll's on the laptop.
Now 1.5 works fine too.

RSJ. I kept the old config.sys file from my W4
install. Installed RSJ onto ECS normally, it couldn't
set up my CDRW. Ok, go to the old config.sys and
change my new config.sys to match. I needed to REM
LOCKCDR.FLT and make my CDRW look like SCSI. Copied
ASPIROUT.SYS to my \os2\boot directory.

These entries got my CDRW working again:
BASEDEV=DANIATAP.FLT /A:1 /U:1 /SCSI
DEVICE=C:\OS2\BOOT\ASPIROUT.SYS

REM *** RSJ CD-Writer File System ***
BASEDEV=OS2ASPI.DMD /ALL
BASEDEV=RSJIDECD.FLT
REM BASEDEV=LOCKCDR.FLT
DEVICE=C:\CDWFS\RSJSCSI.SYS
IFS=C:\CDWFS\CDWFS.IFS
RUN=C:\CDWFS\CDWFSD.EXE -p "E:/LOTUSW4/TEMP" -c80000
-b16384 -t2 -i3 -s8

Adjust the cache sizes to your system. I like to use
as large a disk cache as possible in case I change my
mind and delete objects I copied to the recorder. If
it hasn't yet been written to the CD, it can be
deleted without wasting space on the CD. Oh and thanks
Daniela Engert for the great drivers, and Daniel Dorau
for the ASPI router.
