If configured to do so, yes.

In order to properly detect and prevent dupes from being sent to links when
using a BSO style mailer (unsure of the attach-style rules):

1) The area must have a corresponding sub on the BBS.  If the link is
pass-through, there's no way to detect dupes since messages aren't saved.

2) If the message would have triggered the circular path detection, circular
path detection must be turned off, or the option to forward messages with
circular paths must be turned off.

3) The local message base must be readable by sbbsecho (permissions can mess
this up)

4) The message must not be marked private, or sbbsecho must be configured to
import private messages.
