Actually, the reason is not inexplicable. It has been explained in
various books on the design of OS/2. OS/2 loads programs in a read only
mode, preventing any writes to the .EXE file, because if OS/2 encounters
a low memory condition, it may discard portions of the .EXE that are not
currently being used. Then when needed, it reloads them from the
original .EXE file on disk. OS/2 just ensures that the .EXE file has
not been modified, so the copy of the .EXE that gets loaded is
guaranteed to be the same as the original load.`
