Sockets are like bidirectional named pipes.  They were invented by BSD for
use over TCP/IP networks, but are also used in non-Unix environments and
for local IPC under Unix.  (You generally don't see them used for local IPC
under OSes
that aren't Unix, but there's no reason why you can't do that to.)

Whoever wants to implement TCP/IP.  I know of several sources for socketseunder OS/2.
