It's always hard to speculate about the actual cause of these kinds of
problems without having the code on hand. The code may have actually been
correct at one time and then regressed when modified to support addition
cards.

The if available is the key. At one time I did some work to integrate the
ActionTec internal PCI modem into the system I maintain. Given the
hardware we were using at the time there was no way to map the ActionTec
IRQ to the 0-8 range.

This is a typical, conservative IBM implementation.

To support more ports, the Com array built in atinit.asm would need to be
extended along with the static ComXDev headers defined in atcom.asm. The
IDC (Inter Driver Communication) packets carry request/response data for
driver to driver requests. The IDC entry point fuctions defined in
atcom.asm would need to be extended, but the packet content probably does
not need to change.

The DDK code will rarely, if ever, be the same code. The DDK code is
intended to provide samples and templates. There's no requirement to
update the copyright dates. Some of the code still carries the original
1987 joint IBM/MS copyright dates. Back then IBM and MS were good buddies.
While it may be true that some of the code has not changed since then, the
overall code is probably closer to COM.SYS circa 2001.
