Yes, it was stated that they were organizing a fleet in the Typhon sector I 
think.

A good theory, but it really was never stated so we won't know for certain. 
Then again, it might have been stated during that jumble of voices on the 
E-E's speakers at the beginning of the show.  I'll have to listen to it 
ain.
