I have Delphi 2.01 C/S suite. The Win32.hlp file is there. It is 
located in the ...\Delphi 2.0\Help. The file size is 11.015KB and is 
dated 11/06/96 2.01 (btw: the hour is always the version number).
I also have them with Microsoft Visual C/C++ and on MSDN CDROM.
You should be able to download this file from Microsoft Internet site.
