subject: call `em back?

I'm in a bit of an unusual situation here with regard to local calling...
I can call out to a whole mess of phone exchanges as a local call while to
these folks it's a toll call to reach me.
I have this program that's supposed to be usable to call someone back, but
it talks about either running it *before* the front end (?) or as a door,
and the docs are not real clear in some respects. It's also talking about
newer versions and such, but I haven't run across any. There are two phone
numbers in the doc file which are supposedly local bbs's but one got me an
answering machine and the other no answer today.
Anyhow, I was wondering if it were possible to set something up to call
*some* users back, depending only on their phone number?
I can see where it might be possible to do this with a call-back verifier
program. I have not bothered with these for the most part, so if there's
one that'll do it please let me know.
The other possibility is to do something in MEX, but I don't know if you can
run a MEX routine that would hang up and call a user back like that. Does
this sound feasible?
Any comments welcomed...
